According to GefStoffV, risk assessments may only be carried out by competent personnel. If managers do not have the necessary knowledge, they must seek expert advice. In most businesses, this expertise comprises appropriate training or general experience in the field, or having recently carried out comparable work, as well as knowledge of occupational health and safety. For this reason, this training alone cannot provide the necessary expertise. However, this training can reinforce your existing expertise. It can also serve as a refresher.

Does every company have to appoint a hazardous substances officer (Gefahrstoffbeauftragter)?

The GefStoffV does not require or define a hazardous substances officer (Gefahrstoffbeauftragter).

Is this training sufficient to conduct risk and hazard assessments independently?

According to TRGS 400, those conducting a risk assessment must have the appropriate education and relevant past experience or recent professional activity in the relevant field, as well as competence in occupational safety. This training course covers all of this knowledge, however it lasts three days, and according to DGUV Grundsatz 313-003, such training (24 LE) is sufficient for completely independent information gathering and assessment, e.g. for certified occupational safety specialists. However, further industry-specific expertise may be required. If no such expertise is available, this training course will not prepare you to carry out a risk assessment independently.
